teaching and testing. How to assess college students’, speaking ability within TEFL teaching programs at universities has become more important during the past years. However, it remains a difficult task for many TEFL teachers to conduct a reliable and valid speaking test for English-majored students. This phenomenon is widespread among universities in Taiwan.
